Mr. Parker has more than 22 years of experience litigating complex commercial, real estate, employment and related business matters.

His background encompasses real property disputes and permitting and regulatory proceedings with an emphasis in the wireless industry. Mr. Parker has substantial experience with public administration, general compliance counseling, mandamus, code enforcement, contractual indemnity, environmental matters and public works contracts. He also has considerable experience with temporary restraining orders, preliminary injunctions, as well as hearings before planning commission, city council and other administrative agencies.

Mr. Parker's practice includes general business counseling and drafting/negotiating real estate purchase agreements, leases, easements and related matters. His work involves employment law, with an emphasis in state and federal court proceedings and employer counseling. He has experience conducting internal investigations, formulating best management practices and preparing employment policies and procedures. Mr. Parker also prepares employment agreements, personnel handbooks and related policies and contracts. Mr. Parker's experience with Title III of the ADA includes counseling owners/operators of public accommodations, including developing internal accessibility audits and barrier removal programs.

Mr. Parker's representative experience includes both large and small companies engaged in telecommunications, real estate, healthcare, hospitality, manufacturing, high technology and construction/engineering.

  • Land use counsel in administrative, regulatory and state/federal court proceedings regarding zoning and permitting of wireless communication facilities, and matters under CEQA and the Telecommunications Act of 1996
  • Counsel in real property disputes, negotiating and drafting of related agreements and advising on associated land use and compliance matters
  • Business litigation and employment counsel for leading construction, manufacturing, engineering, trucking/transport and paving companies 
  • Counsel for leading bottling company in multi-party litigation involving alleged contamination of harbor sediments in the Port of Los Angeles
  • Manager of regional remediation program and litigation counsel on behalf of international, integrated refiners of petroleum products
